To deepen collaboration with oil-producing communities and promote inclusive development, the Nigerian National Petroleum Company Exploration & Production Limited (NEPL) and its joint venture partner, Sumedha Energy Limited (SEL), have inaugurated the Board of Trustees (BOT) for the OML-13 Host Communities Development Trust (HCDT) in Akwa Ibom State, in compliance with the Petroleum Industry Act (PIA) 2021.
The inauguration, marked the formal activation of the HCDT, a statutory platform through which oil companies are required to invest 3% of their annual operating expenditure in host community development initiatives.

In his keynote address, NEPL’s Deputy Chief Operating Officer, Mr. Auwal Ya’u, described the event as a milestone in stakeholder engagement. “This inauguration is a significant step towards building mutual trust, peace, and accountability between us and our host communities. We are committed to fully implementing the Petroleum Industry Act and ensuring the Trust delivers on its mandate,” he stated.
Representing the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Eket State Coordinator, Mr. Etim Etukudo, conveyed a message from the Commission Chief Executive, Engr. Gbenga Komolafe. “NEPL and Sumedha Energy have shown commendable compliance with the regulatory framework. The BOT must now prioritize sustainable investments—especially in education, renewable energy, healthcare, and skills acquisition—to drive meaningful change,” he said.
Delivering a goodwill message on behalf of the Akwa Ibom State Commissioner for Environment and Mineral Resources, Rt. Hon. Nsikak Ekong, Mrs. Ikwo Abia emphasized government support. “This Trust aligns with Governor Umo Eno’s ARISE Agenda. The state government will continue to support initiatives that uplift and empower host communities,” she said.
In his response, the newly appointed BOT Chairman, Mr. *Goldstone Ekpris* , pledged transparent and impactful governance. “We will ensure fairness, accountability, and meaningful development in our decisions. The Trust belongs to the people, and we shall serve with integrity,” he declared.
Also speaking at the event, the General Manager of Sumedha Energy Limited, Colonel Bose, reaffirmed the company’s commitment to responsible corporate practice.
“This Trust is not just a statutory obligation—it is a moral responsibility. The success of our operations depends on the strength of our relationship with host communities,” he stated.
The event marks a turning point in the implementation of the Petroleum Industry Act in Akwa Ibom State, offering oil-bearing communities a new pathway to development and inclusion.
